Without that image, captured at a social event in 2001, it would have been difficult to accept the allegations of a adolescent who stated she was transported across the sea and forced to have cursory relations with a individual of the monarchy?
A curious, revealing move by someone who had overtly asserted to have no been aware of her, asserted he could never have had intimate contact with her, and yet provided a large amount of family money to resolve a long-delayed court action.
Over a Decade of Disgrace
Against this backdrop, discussions of the royal family acting swiftly to sever ties with Andrew are inaccurate. This controversy has continued for the largest portion of 15 years since that photograph, and a further snapshot of Andrew ambling pleasantly with a convicted sex offender emerged.

Travel were documented in official documents: private aircraft travel from the palace to a country club and back again in time for midday meal, private flights instead of commercial flights, all for the benefit of "Airmiles Andy".
World of Deference
Furthermore the presumption which required respect when he entered a room or the extreme awareness about his designations used on his letterheads in messages to his associates.

The wiser monarchical figures realized that. The key objective is to pass on the institution, if not as previously at least intact and untarnished.
Over time the last 190 years trying to overcome the reputation of previous monarchs, showing they are useful, dutiful and reactive to their citizens.
He was placing all that in peril in an age when submission and discretion is no longer sufficient.
The Fallout
Eventually, the famously uncertain monarch was prodded more. There was no alternative. The royal household had lost control of the account.
Now it is the loss of designations and the persistent and lifetime personal shame that will afflict Andrew the most.

Certainly, he is not moving to an ordinary town, but to the sovereign's extensive estate at Sandringham.

It is not his prior accommodation, where he paid a token rent for more than 20 years, and the county is a bit remote, but even so it may not be far enough.
